Reserve+ has launched a new deferral for families where one spouse has a disability
The “Reserv+” mobile app—used by conscripts to submit online requests for deferral from mobilization—has expanded the list of eligible categories. With an update rolled out in early August, couples in which the husband or wife has a disability of Group I or II can now obtain a deferral. At present, roughly 40% of all deferrals are already being processed through the app, and this share is steadily growing.
What exactly changed
A new item has appeared in the “Submit a deferral request” menu. Now, a conscript whose spouse has an officially established Group I or Group II disability can use this as a ground for deferral without having to apply in person to a Territorial Recruitment and Social Support Center (TRSSC).
Who can use the service
A deferral is granted if both of the following conditions are met:
- Information about the disability is present in the Unified Information System of the Social Sphere or in the information system of the Pension Fund of Ukraine; and
- An official record of the marriage exists in the State Register of Civil Status Acts.
How to apply in “Reserv+”
- Open the app’s home screen and tap the “⋯” symbol in the upper-right corner.
- Select “Submit a deferral request.”
- In the category list, choose “Spouses where one partner has a Group I or Group II disability.”
- Confirm the request—after automatic registry checks, you’ll receive a push notification with the result.
Legal basis
Deferral for caring for a person with a disability is expressly provided for in Clause 10 of Part Two of Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization.” Digitizing this provision streamlines issuance and reduces the burden on TRSSCs.

“Digitizing deferrals is a step toward legal certainty. Still, applicants should make sure that disability and marriage data have already been entered in the relevant state registers. In my practice, missing or outdated registry entries have led to refusals despite paper documents being in order. If a registry contains an error, it can be corrected via the social protection office or the civil registry office (DRACS), and only then should you submit the online application.”
Who implemented the service
The project was developed by the Ministry of Defence in cooperation with the Ministry of Social Policy, the Ministry of Justice, and the Pension Fund of Ukraine. Technical support was provided by Germany’s Federal Ministry of Defence and the Better Regulation Delivery Office (BRDO), as well as the European Union within the DT4UA project implemented by the e-Governance Academy of Estonia.
Why it matters
The QR code generated in “Reserv+” has the same legal force as a paper decision of a TRSSC. This speeds up status verification at checkpoints or during workplace inspections. In addition, the digital format minimizes the risk of loss or damage to the document and simplifies statistical accounting.
