When a bank account freeze can be lifted
A freeze can be lifted not only after full repayment of the debt. The law provides other grounds as well, but each of them must be confirmed by documents.
Lifting the freeze is possible if:
- the debt, enforcement fee, proceedings expenses, and private enforcement officer’s remuneration have been fully paid;
- the enforcement proceedings have been completed and there are no legal grounds for further restriction;
- the enforcement document has been canceled or recognized as not subject to enforcement;
- the freeze was imposed in violation of the established procedure;
- an amount exceeding the amount of collection has been blocked;
- funds are credited to the account that are prohibited or restricted by law from being collected;
- the freeze remains after completion of old enforcement proceedings;
- the court canceled the decision on the basis of which the proceedings were opened;
- the enforcement officer did not take into account documents on the account status or origin of funds.
A mere oral statement that the freeze is unlawful is not enough. The enforcement officer or court must be provided with resolutions, bank statements, certificates on the purpose of the account, documents on debt repayment, or other evidence.

Why a bank account may be frozen
Accounts are most often frozen as part of compulsory collection of credit, tax, utility debts, fines, or alimony. The basis may be a writ of execution, court order, resolution of an authorized body, or notarial writ of execution.
A state or private enforcement officer issues a resolution to freeze funds and sends it to banks. After receiving the resolution, the bank is obliged to block debit transactions within the specified amount.
A separate procedure applies in criminal proceedings. In such a case, the freeze is imposed by an investigating judge or court, and the issue of canceling it is resolved in accordance with the Criminal Procedure Code of Ukraine.
To determine the correct way to unblock an account, it is important to first establish not only the enforcement officer, but also the document on which the collection is based.
How to lift an account freeze: procedure
Step 1. Find out who imposed the freeze
First, you need to contact the bank and obtain the details of the resolution or court decision. It is worth finding out the enforcement proceeding number, document date, blocked amount, and enforcement officer’s details.
Information about the proceedings may also be displayed in “Diia,” the Automated Enforcement Proceedings System, and the Unified Register of Debtors.
Step 2. Review the proceedings materials
It is necessary to obtain the resolution on opening enforcement proceedings, the resolution on freezing funds, a copy of the enforcement document, and the debt calculation.
Without these documents, it is impossible to reliably establish on what basis the account was blocked and whether the enforcement officer had the right to apply the relevant restriction.
Step 3. Check the lawfulness of the freeze
It is necessary to check the validity of the enforcement document, the deadlines for its submission, the correctness of the debt calculation, and compliance with the procedure for opening proceedings.
The account status, origin of funds, and the existence of legal restrictions on collection from them are analyzed separately.
Step 4. Determine the method of unblocking
Depending on the established circumstances, it is possible to:
- repay the debt and submit confirmation to the enforcement officer;
- demand lifting of the freeze from funds protected by law;
- designate one account for debit transactions;
- appeal the resolution, actions, or inaction of the enforcement officer;
- cancel a court order or another document;
- recognize a notarial writ of execution as not subject to enforcement;
- apply to court with the relevant application or complaint.
Step 5. Prepare and submit documents
The application must be accompanied by documents confirming the specific ground for lifting the freeze. These may include bank certificates, statements, receipts, documents from the employer, Pension Fund, social protection authority, or court decisions.
Submission of documents must be recorded: obtain an acceptance mark, keep a postal receipt, or electronic confirmation of sending.
Step 6. Control account unblocking
Even after the resolution on lifting the freeze is issued, it is necessary to make sure that it has been sent to all banks where funds are blocked.
If the bank has not unblocked the account, it is necessary to check whether the resolution was received and whether the IBAN and other details are correct.

How to lift a freeze through a state or private enforcement officer
The application is submitted to the enforcement officer who issued the freeze resolution. If the proceedings are handled by a state enforcement officer, the documents are sent to the relevant department of the State Enforcement Service. If by a private enforcement officer, they are sent to the address of their office or through an allowed electronic channel.
The application must state:
- the enforcement proceeding number;
- the debtor’s data;
- the bank name and IBAN;
- the date and details of the freeze resolution;
- the circumstances that are grounds for lifting the freeze;
- references to supporting documents;
- a specific demand for full or partial unblocking of funds.
If the statutory ground is confirmed by proper documents, the enforcement officer must issue a resolution on lifting the freeze no later than the next business day after receiving them.
However, this deadline does not mean that any application will be granted automatically. If there is a dispute regarding the debt, the status of funds, or the validity of the enforcement document, administrative or judicial appeal may first be required.
When going to court is required to lift a freeze
Court protection is needed if the enforcement officer does not have the authority to independently eliminate the reason for the freeze or groundlessly refuses to lift it.
Going to court may be required when:
- it is necessary to appeal a decision, actions, or inaction of the enforcement officer;
- a notarial writ of execution needs to be recognized as not subject to enforcement;
- a court order needs to be canceled;
- there is a dispute regarding ownership of the frozen funds;
- the document on which collection is based is unlawful;
- the freeze remained after the proceedings were completed, and the enforcement officer does not respond;
- it is necessary to cancel a freeze imposed in criminal proceedings.
The procedure for applying depends on the type of enforcement document and the nature of the violation. In some cases, a complaint against the enforcement officer is filed; in others, a claim, application to cancel a court order, or motion to cancel the freeze is submitted.
Choosing the wrong court or method of protection may lead to the return of documents and loss of time. Therefore, before applying, it is necessary to analyze the case materials and check the appeal deadlines.
How to lift a freeze from a salary account
The receipt of salary to an ordinary bank card does not always automatically make the entire account special. If other transfers are also credited to the card, the bank and enforcement officer may not have information about the origin of specific funds.
To confirm the salary purpose, it is necessary to obtain:
- a bank certificate stating the owner and IBAN;
- a statement confirming regular salary credits;
- an employer’s certificate with the account details;
- confirmation of deductions already made from wages, if any.
After that, an application is submitted to the enforcement officer to lift the freeze from the relevant funds or apply the legally established restrictions on collection.
If the documents were not taken into account and the blocking effectively deprives the debtor of all wages, the resolution, refusal, or inaction of the enforcement officer can be appealed.
Freezing of pension accounts and social benefits
The mere fact that a pension or social assistance is credited to a bank card is not always known to the enforcement officer. If the account is an ordinary current account and is used for different transfers, the bank may execute the freeze resolution without determining the origin of each credit.
To confirm the purpose of funds, the following are submitted:
- a bank certificate about the account;
- a statement of incoming funds;
- a Pension Fund certificate;
- a document from the social protection authority or another payer;
- a decision on assignment of the relevant payment.
It is important not only to indicate that the funds are a pension or assistance, but also to explain which legal restriction on collection applies to the specific type of payment.
After receiving proper evidence, the enforcement officer must resolve the issue of lifting the freeze from funds that are prohibited from being collected, or applying the limits on deductions established by law.
How to use funds in a frozen account
An individual debtor may designate one current account for debit transactions within the limit of two minimum wages during a calendar month.
In 2026, the minimum wage is UAH 8,647, so the available limit is UAH 17,294 per month.
To designate such an account, an application must be submitted to the enforcement officer, indicating the bank name and IBAN. The application can be submitted in paper or electronic form.
This mechanism does not cancel the freeze and does not terminate debt collection. It only allows the use of the established amount from one selected account, as well as payment of taxes and fees.
What documents are needed to lift a freeze
The document package depends on the reason for blocking and the chosen method of protection. Most often, the following are needed:
- passport data and taxpayer registration number;
- resolution on opening enforcement proceedings;
