Enlistment Certificate and Temporary Certificate of Military Service Obligation: How Do They Differ from a Military ID?
Registration certificate, temporary certificate of a person liable for military service, and military ID are different military registration documents of old formats. The registration certificate confirmed registration of conscripts, while the temporary certificate and military ID were used for persons liable for military service and other defined categories. In 2026, for conscripts, persons liable for military service, and reservists, the MRD is generated electronically based on data from the «Oberih» register and contains a QR code. Documents issued before CMU Resolution No. 559 came into force remain valid until a new-format MRD is issued. If a new MRD has already been generated, the current document and Register data should be used.

What military registration documents are valid in Ukraine in 2026?
In 2026, a single procedure for issuing MRDs under CMU Resolution No. 559 applies to conscripts, persons liable for military service, and reservists. For citizens registered with the TCR and SP, the document is generated electronically based on data from the «Oberih» register and may be displayed in Reserve+ or other state electronic services.
The e-MRD contains a QR code for verifying validity and current data. It can be shown on a smartphone or printed without a special form, TCR seal, or signature. A paper MRD on a special form is provided only for certain categories, in particular persons on military registration with the SSU and intelligence agencies.
Are the old registration certificate, temporary certificate, and military ID valid?
Resolution No. 559 contains a transitional rule: military registration documents issued before it came into force are valid in Ukraine until a new-format military registration document is issued. That is, the old registration certificate, military ID, or temporary certificate did not automatically become invalid in May 2024 merely because a new MRD form appeared. In addition, Resolution No. 560 directly states that an old MRD does not require mandatory replacement solely because a new form has been approved.
At the same time, this rule does not mean that the data of the old document prevails over the current information in the Register. A person may have changed their surname, place of registration, category, received deferment, undergone the MMB, or, after reaching 25, moved from conscript registration to registration as a person liable for military service. Therefore, during verification, it is important that the document data correspond to the information in «Oberih». If a new-format MRD has already been generated, the current document should be used.
What is a registration certificate?
A registration certificate is the common name for the certificate of registration with a conscription station. It is an old-format paper military registration document issued after a person was placed on conscript military registration. The registration certificate confirmed the status of a conscript specifically and was not a type of military ID.
Who was issued a registration certificate?
The certificate of registration was issued to young men who were placed on conscript military registration. Under the old procedure, registration was connected with assignment to a conscription station and issuance of a paper document, so many men still have registration certificates received before the transition to the modern MRD.
What status does the registration certificate confirm?
The registration certificate confirmed being on conscript military registration. This is the key difference from the old temporary certificate of a person liable for military service and military ID. Therefore, determining a person’s status only by the name of the old document is incorrect: it is necessary to consider whether the military registration category changed after it was issued.
What does a registration certificate look like?
The old-format registration certificate is a paper document. Its forms changed over time, so determining authenticity only by the cover color or appearance is incorrect.
Depending on the form and time of issuance, the document contained the full name, date of birth, military registration information, details of the authority that issued it, and official notes.
How to register for conscript military registration in 2026
In 2026, registering a young man should not be described according to the old scheme of «undergo a medical commission — receive a registration certificate». The law allows primary registration with entry of information into the Register electronically, and some procedures are automated. It is also important to distinguish military registration from determining fitness for military service: these are different procedures.
When must a young man register?
Every year from January 1 to July 31, male citizens of Ukraine who turn 17 in the relevant year are placed on conscript military registration. Therefore, in 2026, this rule applied to young men born in 2009.
Until July 31, a 17-year-old young man may register remotely if the necessary conditions are met. In 2026, the Ministry of Defense separately explained that after July 31 and until reaching the age of 18, a person who did not register within the specified period must contact the TCR and SP. After reaching 18, automated registration mechanisms based on state register data are also provided.
How to register through Reserve+
For primary registration through Reserve+, it is necessary to log in to the application, go to the services section, select the «Register» function, and send a request. After the information is processed, the data enters the Register, and the user can generate an electronic military registration document. Online registration through this service is intended for those registering for military service for the first time.
Is it necessary to undergo the MMB for primary registration?
For primary military registration, undergoing the MMB is not a mandatory prerequisite. The government regulated remote registration of 17-year-olds through Reserve+ without visiting the TCR and without undergoing the military medical commission. In 2026, this mechanism is already used for primary registration.
What is a temporary certificate of a person liable for military service?
The temporary certificate of a person liable for military service was a separate paper MRD, not a «registration certificate for older people» and not a simplified type of military ID. Its form and procedure for production, issuance, and destruction were established by Ministry of Defense Order No. 610 dated November 21, 2017.
Order No. 610 ceased to be valid on August 29, 2024, so today it explains the origin of old certificates but is not the current procedure for issuing a new MRD.
Who was previously issued a temporary certificate?
Order No. 610 provided for several cases of issuance. A temporary certificate could be received, in particular, by persons liable for military service registered after being awarded the first reserve officer rank until their personal file arrived; persons who lost their military ID — until receiving it; and persons liable for military service who had not performed military service or training and did not have a military occupational specialty.
Are temporary certificates of persons liable for military service issued in 2026?
For ordinary persons liable for military service who are registered with the TCR and SP, new temporary certificates under Order No. 610 are not issued in 2026, since this order has ceased to be valid. Current Resolution No. 559 provides for a military registration document in electronic form for such citizens.
Is the old temporary certificate valid?
The loss of validity of Order No. 610 does not mean that on August 29, 2024, all certificates issued under this order were canceled at once. They are covered by the general rule of Resolution No. 559: an MRD issued before it came into force is valid until a new-format document is issued.
Is it correct to say «temporary military ID»?
«Temporary military ID» is not the official name of the document, but an everyday and search term. The official old name is «temporary certificate of a person liable for military service». Order No. 610 called the document exactly that.
What is a military ID?
A military ID is an old-format paper military registration document issued to persons liable for military service, reservists, and other defined categories according to the rules in force at the time of issuance. Unlike the registration certificate, it was not a document intended to confirm conscript status.
Who was issued a military ID?
A military ID was received by persons who, under the relevant wording of legislation, had a status for which such a document was provided. Most often, this referred to persons liable for military service and reservists, but the specific grounds depended on the person’s category and the procedure in force at that time.
What information does a military ID contain?
Depending on the form, the military ID contained the owner’s personal data, photograph, military rank, military occupational specialty, information about service and military registration, results of medical examinations, and official notes.
Is it necessary to replace an old military ID with a new MRD?
There is no need to go to the TCR specifically because the military ID was issued before 2024. Resolution No. 559 recognizes old MRDs as valid until a new-format document is issued, and Resolution No. 560 separately establishes that approval of a new form does not create an obligation to automatically replace the old document. At the same time, after a new e-MRD is generated, it is the new-format document generated under the current procedure.
Registration certificate, temporary certificate, and military ID: what is the difference?
To quickly see the difference between the registration certificate, temporary certificate, military ID, and modern e-MRD, let us compare them by the main criteria: owner status, document form, purpose, and validity.
| Criterion | Registration certificate | Temporary certificate | Military ID | Modern e-MRD |
|---|---|---|---|---|
| Main status of the owner | Conscript | Person liable for military service | Person liable for military service, reservist, and other defined categories | Shows the person’s current category |
| Who it was issued to | Persons after being placed on conscript registration | Categories under Order No. 610 | According to the rules in force for the relevant category | Conscripts, persons liable for military service, and reservists |
| Form | Paper | Paper | Paper | Electronic; can be printed |
| What it confirms | Being on conscript registration | Belonging of a person liable for military service to fulfillment of military duty | Military registration and owner information | Current information from the Register |
| Is it currently issued in the old format? | No, for an ordinary conscript | No, under Order No. 610 | No, as a standard new document for registration with the TCR | Yes |
| Can the old document be valid? | Yes, until a new-format MRD is issued | Yes, until a new-format MRD is issued | Yes, until a new-format MRD is issued | Yes, during the established validity period |
| Where current data is checked | «Oberih» Register | «Oberih» Register | «Oberih» Register | Through Register data and QR code |
What happens to the registration certificate after age 25?
The law classifies persons who have reached the age of 25 while registered as conscripts as those to be registered as persons liable for military service. At the same time, such persons are subject to removal from conscript military registration.
How conscript status changes
After reaching the age of 25, a person is removed from conscript military registration and registered as a person liable for military service. Procedure No. 1487 provides for entering this information into the Register within thirty days after reaching the age of 25 without summoning the citizen to the TCR.
Is it necessary to personally go to the TCR on the day of turning 25?
No, a personal visit is not required specifically for transfer from conscript to person liable for military service. The procedure provides for entering information without summoning the conscript to the district or city TCR and SP. The Defense Forces also directly explain that the transfer of 25-year-olds is carried out automatically.
What should be displayed in Reserve+ after age 25?
After changes are entered in the Register, the category in the e-MRD should correspond to the status of a person liable for military service. If, after some time following the 25th birthday, Reserve+ continues to show «Conscript», the document should be updated and the information checked. If the status does not change, the reason should be clarified through data correction services or the TCR.
Electronic military registration document in Reserve+
The e-MRD is a military registration document generated based on «Oberih» data. For most citizens registered with the TCR and SP, in 2026 this is the standard form of MRD. The Ministry of Defense defines the e-MRD in Reserve+ as a document that has the legal force of a paper military registration document.
What data does the e-MRD contain?
The electronic document contains basic personal and military registration information: full name, date of birth, RNOKPP, registration category, information about the TCR, military rank and MOS — if applicable, data on the MMB, deferment or reservation, and other information provided by the form. A QR code is used to verify the document.
Does the electronic MRD have the same legal force?
Yes. The e-MRD in Reserve+ has the legal force of a military registration document. During verification, the QR code is scanned to obtain information from the document. The existence of a valid e-MRD does not need to be additionally confirmed by the old registration certificate or military ID.
Can the e-MRD be printed?
Yes. The electronic MRD can be printed on ordinary paper. Such a printout does not require a wet seal, an official’s signature, or a special protected form. At the same time, the QR code must be readable.
What is the validity period of the electronic MRD?
Under Resolution No. 559, the validity period of an MRD in electronic form is no more than one year from the date of its generation. It also cannot exceed the validity period of the relevant deferment for a conscript or deferment from mobilization or reservation for a person liable for military service or reservist. If the information defined by the resolution in the document no longer corresponds to Register data at the time of verification, the electronic MRD is considered invalid.
Is it necessary to carry the old registration certificate or military ID if Reserve+ is available?
If a person has a valid e-MRD generated, there is no need to simultaneously carry the registration certificate, temporary certificate, and military ID «just in case». During verification, a military registration document in electronic form can be presented and, if necessary, its printed version with a readable QR code.
If the smartphone is discharged, damaged, or the application is temporarily unavailable, a practical backup option is a pre-printed current e-MRD with a QR code. This does not create an obligation to simultaneously carry all paper documents previously issued to the person.
What to do if the data in the paper document and Reserve+ differ
If the data in the paper document and Reserve+ differ, it is necessary to check the information in «Oberih» and determine which information needs correction. Some data can be corrected through Reserve+ services.
Practical algorithm:
- Open the full e-MRD information in Reserve+ and compare it with the paper document.
- Identify the specific discrepancy: full name, date of birth, TCR, registration category, MOS, MMB, deferment, reservation, or other data.
- If an electronic correction service is available for this error, submit a request through Reserve+; in other cases, contact the TCR and SP.
- After changes are made, update or regenerate the e-MRD.
- Check whether the new data is displayed correctly and whether the QR code can be scanned.
What to do if the registration certificate, military ID, or temporary certificate is lost
If the data is in the «Oberih» register
If a person is on military registration, the data in the Register is correct, and the e-MRD is generated, they can use the current electronic document. There is no need to restore the old registration certificate or temporary certificate under procedures that are no longer in force.
If the document is not generated in Reserve+
First, it is necessary to establish the reason. It may be absence of a record in the Register, incomplete or erroneous personal data, a technical problem, or a situation where the person’s military registration needs clarification. Some errors can be corrected using Reserve+ tools, while in other cases contacting the TCR will be required.
Is it necessary to restore the old paper booklet specifically?
For most conscripts and persons liable for military service registered with the TCR — no. The modern system provides for an e-MRD, not production of a duplicate of the old-format registration certificate, temporary certificate, or military ID. Other rules apply to categories for which Resolution No. 559 provides for a document on a special form, in particular for registration with the SSU and intelligence agencies.

Where a military registration document is needed
An MRD is needed in procedures where legislation provides for verification of military registration: when being hired for a job, enrolling in education, during checks by authorized representatives of the TCR, police, and State Border Guard Service, as well as in certain procedures related to staying abroad or crossing the state border.
In 2026, employers and educational institutions check the availability of an MRD in electronic or paper form and the correspondence of the information specified in it to the Register. After the changes adopted in June 2026, such verification when hiring for work or admitting to study is carried out based on a current electronic MRD generated no earlier than 72 hours before acceptance, except for provided exceptions for the SSU and intelligence agencies.
Therefore, it is not correct in every situation to demand specifically a «military ID». What is legally important is the valid military registration document available to the specific person and the correspondence of its information to the Register.
Common mistakes regarding military registration documents
Most often, people confuse the purpose of old documents, the rules of their validity, and the procedure for transition to the e-MRD.
- «A registration certificate and military ID are the same thing». The registration certificate confirmed being on conscript registration, while the military ID was issued to persons liable for military service, reservists, and other defined categories.
- «After age 25, it is mandatory to receive a paper military ID specifically». After age 25, the status changes to person liable for military service through entry of data into the Register, without mandatory receipt of a paper ID.
- «A temporary certificate is currently issued instead of a military ID if there are no forms». Order No. 610, which regulated its issuance, has ceased to be valid, and the new MRD for ordinary persons liable for military service is generated electronically.
- «Old paper documents have been invalid since 2024». They remain valid until a new-format MRD is issued.
- «If there is an old military ID, Reserve+ is not needed under any circumstances». The old document may remain valid, but Reserve+ shows current Register data and allows generating an e-MRD.
- «For registration at age 17, undergoing the MMB is mandatory». Primary registration is possible without prior MMB.
Frequently Asked Questions
Can you enter a university with an old paper registration certificate?
An old MRD may remain valid until a new-format document is issued. At the same time, the educational institution checks current military registration information, so it is advisable to have a generated e-MRD.
What to do if the registration certificate contains one information and Reserve+ contains another?
It is necessary to check what information is contained in the «Oberih» register and, if necessary, correct it through an available electronic service or the TCR. After that, the e-MRD should be updated.
Can an employer demand specifically a paper military ID?
No. For ordinary citizens, the MRD may be electronic or printed with a QR code. The valid military registration document and the relevance of its data are checked, not the presence of specifically an old military ID.
Is it necessary to hand in the old registration certificate after changing status to a person liable for military service?
Reaching the age of 25 by itself does not require separately contacting the TCR only to hand in the registration certificate. It is important that the Register and e-MRD already display the current status of a person liable for military service.
Can a photo or screenshot of a military registration document be used?
A photo or screenshot is not a separate defined form of MRD. For verification, it is better to show the current e-MRD in a state service or its printed form with a readable QR code.
What to do if the QR code of the electronic MRD cannot be scanned?
It is necessary to update or regenerate the e-MRD and check the QR code. It is a key element in verifying the electronic document.
Is an old military ID without a QR code valid?
Yes. The absence of a QR code does not make an old military ID invalid, since old forms did not contain one. Such a document may remain valid until a new-format MRD is issued.
Is it necessary to replace a paper military document after a surname change?
First of all, it is necessary to update personal data in military registration and generate a current e-MRD. For an ordinary person liable for military service, this does not mean the need to issue a new old-type military ID.
